Default fender trouble

Trying to install fenders and this is my first time doing so. Got the passenger and driver side fenders on but I can't seem to get the front piece on. Plus there's a giant styrofoam piece on there and I don't know if it should stay on or I remove it.

Definitely keep the foam support, your bumper will be flimsy without it. What are you calling the "front piece" ? The bumper cover?

adjust the fenders to the doors then worry about the bumper and headlights adjustments, its time consuming because theres so much adjustment
