4th gen inner front fender install help needed

Default 4th gen inner front fender install help needed

Ok so from all the pictures I am looking at, it appears that the plastic inner fender is supposed to go inside the outer fender's lip. But how the heck do you get the inner fender to fit inside the outer fender's lip? The problem area is the area directly above the apex of the wheel arch. Do I need to take the entire fender off, then reinstall outer fender, or is there a way to put the inner fender in while the outer fender is still attached to car?

I have done this before, but it was many years ago. Having said that, I don't recall having too much trouble tucking the plastic liner behind the fender lip, and I definitely did not need to completely remove the fender to do this.

PS. This was on a 2002 model. Based on your screen name, you may have a '95, which obviously has a different fender.
