boat is about 4' taller than Van.
Plan to use aluimin glued to Van.

It's just a "no".
If you wanted it for aesthetics, I'd say more power to you, but it will look awful.
If you wanted it for function (that how I interpreted it) I'd say you'll spend a lot of time and effort to probably make it worse than it is now...while looking awful.
A LOT of R&D goes into aerodynamic testing and design. Unless you have access to a full size wind tunnel to test your actual van and boat and a competent understanding of fluid dynamics, you're not gonna make it any better. At best you'll spend time and effort for no result. At worst you'll ruin the stability you had.
