I remember seeing these cars when they were brand new on showrooms, I never saw one with hood insulation.

V6 foodies and the base z28 and ta's had them. Not the ws6 or ss cars.

My 1999 3800 v6 Export have the hood insulation.
For you I can remove it or is better to have it?

It came stock on both my '98 and '99 Z28s, and I bought the '99 car brand new.

This is true through the 1999 model year, but starting in 2000 it was dropped from the base Z28s/TAs as well.
