Gauges Don't Work

Like the title says, the gauges on the 1999 Z28 i am looking at dont work. Ok, well they work SOMETIMES. The owner says that it is a loose connection in the PCM? Anyone know what it could be?

possibilites:

ground on back of drivers side head
bad pcm
bad gauges
