GMPP LS3 E67 ECM on my Blazer Won't Start.

I just got a GMPP LS3 E67 3 plug ECM part number 19201859.

I got my engine harness from current performance for my LSx Swap into my 1999 S10 Blazer..
I connected all the plugs except for the 2 O2 Sensors cause I'm not up to my exhaust yet

I'm getting power to the guages, RPM guage dosen't move at all when I'm cranking, oil pressure guage not moving either, fuel gauge not moving also showing empty, I emptied the fuel tank to get the old gas out and added $15 of 93 octane premium gasoline.
I dont smell any gas when cranking. the engine dosen't even show signs of any combustion.
Fuel pump does go on and build up pressure to 60PSI when I crank the engine

can it be the Blazer's Factory Passlock or the VATS from the ECM, but this ECM dosen't show the VATS, It dosen't even show VATS enable or Disable on my HPTuners suite.

Can someone give me direction on where to go from here.

I just spayed some starting fluid in the throttle and it started right up but it shut off.

It's not getting fuel i'm getting close

this thing sounded loud as hell
