Are Air bags VIN locked??

Default Are Air bags VIN locked??
I am installing an Air bag for a friend who recently wrecked his car. The air bag is from a junkyard, we will need a reprogram of some sort?

They are not vin locked but you will need new/unblown air bag module that's under the console

The airbag system is completely independent of the PCM & VIN.
