whats the magic "turn on" voltage that the exciter wire needs to be putting out to jump the alternator to the "on" position.....

The L terminal is meant to be loaded with a small indicator
bulb to IGN, it's more about current than a particular
voltage. And you don't need much. A brake light bulb
would probably be too high a current.
