I wired anOBDII to a 1999 silverado 6.0 PCM and I cannot establish communication?

Is there something Im leaving out for a bench harnness?

2 orange +24 constants

2 pink +24vdc ign

maybe 4 grounds

and then the green Data cable.

If I replace this PCM do I have to get the 1999-2000 or is the pinouts the same on the 2001-2004s?

I believe thats what I got. So just 4 wires for a benchtop? Ill have to check my pin out I hope I'm just missing a ground. Do you know what the Serial data wire should have on it?
