Power after I let off the throttle?

Okay so bear with me here, I used the search and Google, but couldn't find much, probably because I can't think of the proper search terms to use. I have the low rpms tuned in nice <3000rpm, but when sometimes when I really get on it, it runs like a dog and only finally makes power when I let off of the throttle. Anyone have any suggestions on where to start? I'm thinking too much fuel but I haven't been logging when it happens (although I'm going out logging today with the point of making it happen) I'll post the tune later if I catch it. Also does anyone have any tips for logging over 4000 rpm? I haven't gotten a log much higher than that yet, I tried holding it in first gear but my 4l60e doesn't seem to like that, it starts sounding really pissed after about 35 mph or so, is that normal? Thanks in advance for any advice you can offer

Alright I got it figured out I think. I believe I had my power enrichment ratio too high. I changed it from 1.2 to 1.15 and it's a totally different vehicle when I get into it now
