Help, scanner can't connect to pcm

I've got a gen III motor that I have recently swapped into a camaro the engine runs, but has issues I tried to connect my scanner to see if I could see any codes but it wouldn't connect. All the wires have voltage and the pcm is good, and I tried a new obd port and it didn't fix it if any has an idea of what could be the issue I would love to hear it

Just in case - key has to be in the run position - engine not required to be running...

check to see if you have power/ground at the OBD port first.

After that it would be a network issue.

With any swap vehicle, i suspect the wiring first

A few months back in the middle of a tuning ride, my laptop crashed, and my cable quit connecting. It would do nothing until I got back home and reconnected with the HP site while my cable was plugged in to my computer. Still not sure why the computer crashed, or why the cable needed reconnecting. Not saying this has anything to do with your problem, but weird shit can happen.
