Default Running Mafless-OL, AFR wont lean out?

Alright i can not get my car to lean out.

My o2mv read outs are a constant 1050-1080 cruising no jumping around nothing constant between those values. and stay pretty much around the same when driving around at different speeds.

the constant of course is from my OPEN loop F/A Table being @ 1.130 across the table and my PE @ 1.000 across the table.

my VE table looks like this as far as the cells that are used

http://users3.ev1.net/%7Eborlaz06/vetable.JPG

and my AFR looks like this:

http://users3.ev1.net/%7Eborlaz06/afrdata.JPG

my IFR also looks like this. I'm using 38# lucas injectors

this with them set at 38lbs in pcm from 59psi to 59psi
http://users3.ev1.net/%7Eborlaz06/38lbinj.JPG

This is with them set @ 44lbs from 43.5psi to 59 psi
http://users3.ev1.net/%7Eborlaz06/44lbinj.JPG

59 being the set average psi
I'm currently running the first one 38# setup, which i'm coming to beleive that could be the problem, but even then the computer in CL mode running can adjust to make 14.7 until OL mode come on. but i'm running OL-Mafless
and my VE is pretty low as it is in certain areas where normal driving occurs

I've try'd highering the IFR but when i do i get UP and DoWN hesitation in the mid and upper RPMS. I'm thinkning it could me my injector are going bad -starting to go static to early. just a thought though, other then that with them running at 38lbs they'll run me all the way up to 7200 with a 10-9 afr
they also seem to work also running them at 44s besides the hesitation all looks normal. i'll try to do a little more logging and side to side data evaluation.

other then that could you actually go below 1.000 in the F/A multiplier table
b/c if i can i could put in 0.880 to 0.960 in some areas i could bring down the AFR if it would work, not sure though..
Has anyone gone Below 1.000 for either OL table or PE table?

two things come to mind here...

1 are you adjusting your primary or back up VE? Should be the back up if you are running SD

2 you really need a WB if your are tuning WOT

If you are tuning the car in your sig, yes. The PCM uses the back up VE table in SD mode. '01 - '02 Fbods only have a primary.
