Retune needed after Heads/pulley install since Cam only tune??

Retune needed after Heads/pulley install since Cam only tune?? Had RWTD perform a Cam only tune a few months back, since then i have added PP 243 heads and a pulley, can my tune be off now??? Because i only gained 3 tenths and 2 mph since head swap at the track 
12.50's to 12.20's and 109 to 111....car still not performing how it should
