what AFR's should I be shooting for at crusing speeds?

I just changed the tune, and went from a NA setup to a FI setup and adjusted to richen it up. I got 11.0 AFR on my wide ban and used 1/4 tank of gas in 11miles.

also what AFR's for WOT? got 12.9 and I know that is lean for WOT..

From what I hear, 11.8:1~12.0:1 is where you want to be at WOT. If you're not under boost and just cruising around, shoot for stoich or slightly richer - maybe 14.0:1. I know my dad's car is running 7.5lbs of boost and still running in closed loop at cruise, which keeps him at 14.6:1.
