quick question about 02's

Just wondering about how long it takes after a cold start before the PCM starts using the 02's for fueling.

It depends on the coolant temperature. Stock, it enters closed loop (O2s control fuelling) at 34*C / 92*F.

It also depends on the o2 sensors temperature. The computer gives them a minimum of like 45 seconds to warm up.
