Is it hollow? Like to allow a bolt to go through it? It looks a little like one of the AIR pump mounting spacer/insulator parts (items 19 and 17 respectively). According to the GM parts manual, the insulator (17) is made of rubber. There are three of the pair holding the AIR pump to the mounting bracket.
