Default faded clear coat on my 95 t/a

On my rear wing at both ends the clear coat is starting to come off but paint is still good. I can actually use my finger nail and scrape the dry milk off. Instead of re clear coating whole wing. Whats the best way to buff it out and or get rid of that oxy?

If the clear coat is actually coming off you cannot repair it, it has to be repainted. Something like a porter cable 7424x is a great polisher, but wont fix what you have.
