depends on if you are going for looks or hp.
tint windows
wheels
suspension and lower
remove side moldings
wire mod in engine bay
that's just a few things to start wih if you are going for looks, the thread referenced above is great if you are wanting to beef up the motor....

start with the "free" or almost free mods.
1. Remove side Molding
2. Airlid Mod (remove baffles from inside of airlid)
3. Airbox Mod (Cut out bottom of air box to allow more air in)
after you have those done.
4. New Shocks (gotta get it handling better)
5. Sway Bar Bushings and Endlinks
6. Strut bar
7. Sub Frame Connectors
8. Wheels and Tires
9. Exhaust
10. Tint Windows
11. "Big 3"
Basically start with making sure any future work will stay on the road, it doesn't take much to overwhelm the stock suspension. So start there.

Lowering springs, Rims (I went with C5Zs cuz I'm sheap and have no taist), headers, cam, maybe another cam since you bought too small of one the first time, MLS gaskets head studs and LS7 lifters to go with that bigger cam, nitrous (because its to sheap for the power to pass up), clutch(because you'll spray right through the stock one on a 150 button, or the cam if your me), tinted windows, and stealth box because its a street car and needs tunes.
Well thats what I did at least with my stock '99

Spray that ****. Get bigger Nos jets and spray it more. Fire the ring gear out the back of your rear diff. Buy a 12-bolt.
Well actually, if it were me...Lid, headers, exhaust, shocks/springs (unless the car is low miles you can milk the existing suspension if you don't feel like dropping money on that. but some people like the lowered look that goes with the performance). Did the 99s have LS1 intake or LS6 intake? I can't remember. If it's the LS1 intake, replace that if you're aiming to get a cam. Also, get a cam, an angry one (and the valvetrain mods to support it). But while you're doing that you'll need either a new clutch or new torque converter to support the extra beef.
Easy one: plugs and wires. More of a tune up thing, but'll help keep things sharp. TR55's and just some MSD superconductor wires or equivalent.
Don't get a Hypertech, just..no
