If the 2003 Cobra is stock, you don't have to do all that much. I am probably right about there now... airbox, catback, headers, tuning... or a simple shot of nitrous would leave him in the dust. However, the problem is that you hardly ever see a 03 Cobra that is stock... not one that would race you anyway... those things make crazy HP #s by a simple supercharger pulley swap, and exhaust... unless you have some heads/cam, supercahrger, or stroker kit yourself, I wouldn't pick too many fights with the 03 Cobras...
