Default 1995 Transam Fuel Pump Relay Coil No Power

I am unable to power up my fuel pump. After checking with a meter, I have 12VDC on my #30 terminal for my contact (on my relay socket) to send power to the pump. I am not getting any power to the #85 terminal that would energize the relay coil to close the contacts. From looking at the schematic, the signal would come from the A7 terminal of the PCM. The meter is monitoring for voltage as soon as I turn on the ignition, but I see no voltage. Would there be an inline fuse upstream that I am not aware of?
