I have a 1979 firebird formula I'm restoring i was working on getting the headlights working, The high beam and horn were working fine then i touched it to the rad support and it grounded out now its not working and the horn is not working but the side marker lights and grill back up lights are working but only when i have the headlight switch in the off position. The fuses doesn't test as blown so i am clueless whats wrong

Blown fuses can test fine with continuity or voltage. You have to take them out and visually inspect to make sure they are good.

Do you have any underhood fuses and, if so, did you check them?

I’ll take them out and visually inspect them today I heard it would be under the fuse labeled tail, I have no fuses in the front engine bay it’s a stock 403 glass style fuse harness. Do you think it could be the headlight switch, the headlight harness is getting power on the test light but still won’t power the headlight, I tested the headlight and it’s not blown

You'd have to look at the electrical schematics. I would expect that if the headlight switch was fried, then the fuse would have failed to do it's job.
