The exhaust will give you the most power. I have a Hypertech Power Programmer III for sale if interested, $110 shipped.

Exhaust. Don't waste your time with the handheld programmers.

Get an exhaust...and then down the line get a nice set of headers along with a Y-Pipe...down the line you'll be really happy....

Yea, get the air moving in and out of the engine better first off. Longtube headers and a 3" catback or true duals along with a lid are pretty much the basics.

Exhaust. My personal favorite on the 4th gen was the Magnaflow catback, which I had on my 99 Z28. A lot of people say its too quiet, but I found it just right + it screams when you get on it. The Borla system was also another one of my favorites but it's a little on the expensive side.

An Air Lid and Exhaust either LM I, LM II or Magnaflow will do well.

I'd skip all of the above and get a torque converter.

But out of what you listed, I would get the exhaust. As someone said, don't waste your time on the hand held programmers... just get a copy of HPTuners. You'll be SO MUCH happier with it.
