My thoughts:

Coolant temperature sensor or your low circuit could be bad/blown/challenged(if it is a separate circuit for low high?). I am unfamiliar with the specific fan wiring of GTO.

Does your gauge read lower than you would expect compared to actual temp of coolant, or does the fan just not come on low/regular when it should and the gauge seems accurate?

Has the car been tuned and possibly the "low" setting is wrong?

Do you have road kill stuck in your grille?

there is nothing stuck in the grille, and there car has not been tuned pretty much stock have longtubes catless mids and a vararam but low setting fans (221 degrees) does not come on they dont kick on until 228 then high speed at 235 and then the temp just keeps rising even with the fans on high

Where/how are you reading those temperatures?

Check water level when cold it should be no more than one inch low, be sure you have bleed cooling system properly.

Tune fans to start at 180 and high at 196 degrees, get a 160 degrees thermostat.
