The question that you guys need to ask yourselves before replying is: "am I really interested in buying a car without a title which cannot be registered in CA?"
I am tired of explaining the story over and over and over again to people that just end up flaking and/or wasting my time. The car is perfectly legal, but I do not have the title and cannot get it, so only reply if you need a parts car, a track car or if your state is more lenient with registering cars.
Otherwise, please dont waste my time. I want $2,000 cash for the car, no less.

I can't say because every state has their own policy regarding registering a car without a title. Many seem to be more lenient than CA, but you would need to do the research on your states' policy if that is your intent.
