Default a curious paint question

hello all, I had a question about painting, now I know for "normal" painting projects you paint and then apply a clear over the paint, but what if you wanted to paint say for example, the inside of a glass panel? Would you apply the clear first and then the paint? (to protect it from UV rays)

you would have to etch the glass with a scotch bright pad first so the paint would stick and there for defeating the purpose of painting because it would look frosted to some extent. Moral of the story generally don't paint glass
