Default Driver side high beam stumped

So 98 TA driver side high beam wont turn on. Passenger side does. Switched headlights. Passenger side still works. Voltmeter says i have 12v of power at the light green wire when high beams are on. So common sense woul tell me a connector. But if i make a dummy ground and connect to green wire i have nothing. When i make a dummy aux power to high beam it turns on. Im stumped here as to whats going on here. All night are brand new from late model lighting.

Why would you connect a ground to the wire you got 12V from?

I made a seperate ground to roll out if a ground was bad at the time. Under further frustrating inspection i have discovered that if the low beam is plugged in the high beam wont work, but the low beam will and If the high beam is plugged in the low beam wont work but the high beam will once you hit the dimmer level. Also pulled the radiator support ground and cleaned with new bolt. Still no luck. Any help is appreciated.
