Default Question about carb EDE 1406

Hi,

when I compar my carb with an original one some things are different. I do not know whether there it makes sense, or somebody makes a mistake.

My Carb looks like this:

I think position No 1 is wrong and has to been opposite
Plate No 2 is not fixed and can be turned arround, I think No 3 shoulb be fixed by it.
Please look at the other pics down, to see what I mean.

Is there a reason for this modification, or is it a mistake?
If yes I will rebuild it to the original state.

Even when my engine is cold my carb opens full both plates
