alternator exciter wire question

Default alternator exciter wire question

i put in a new alternater and after giving it some gas it stopped charging and the check gages light came on. so my friend put in another new alternator and we started it up and it was still bad. he started testing all the wires for voltage nd the red exciter wire that a lot of peole had a problem with tested at about 9 volts. he even tested it right at the pcm and it was also about 9 volts. he said it needed 12 volts for the alternator to work so he ran a new wire from a completely different spot and i started up and seems to be charging fine. my question is , does anyone know if that 9 volt reading is suppose to be that way or is there a problem at the pcm? the car seems fine for now just want to put it back to the correct way if we can. any help is appreciated thanks
