Default Issue with Headlight Motor

Hello, picked up a WS6 recently and working out a few bugs; one of them being a headlight motor that I'm having an issue with.

Cog in original motor was trashed so I purchased a CarDone unit with the serviceable cover. I hooked up the unit and the motor does not turn when I flip on the headlights. The high and low output wiring from the CarDone unit does give out over 11 volts on the multimeter so there's juice flowing. I disconnected the other motor and plugged in the new motor and it turns when I flip on the headlights. I'm just trying to figure out why it doesn't turn on the side I'm trying to replace?

Any help is much appreciated.

Have you checked the fuse? There are separate left and right headlight door fuses in junction block #1 under the hood. They are 15A mini fuses labeled LH HDLP DR and RH HDLP DR and are completely independent of the low beam and high beam headlight circuits.
