Auto headlights not working and DRL ticking ?

Auto headlights not working and DRL ticking ? Some odd issues with this car i got a few months ago. 1999 camaro ls1 which i didn't even know had auto headlights until they randomly started to work on night.
my car only has this issue at night, when i need my lights on. Usually the headlights DONT come on their own and i turn the knod. Shortly after my dash sounds like a ticking time bomb. Possibly the DRL module?
so i have auto lights that dont work 99 percent of the time and a constant ticking sound.from under my dash. Any thoughts? Been trying to chase problems with this car.
