Default 2 light issues

So the car is a 2000 firebird. I am having two issues with the lights system. First one, the driver sides front turn signal keeps blowing up like the glass is actually blowing up. Second the lights flicker inside and out. At so point someone installed so led lights on the sides under the vents. (Not sure how they are wired) but they are on all the time the car is on. Question are the turn signals always suppose to be on?

The front lamps that server as turn signals do double duty as daytime running lights (DRLs) that are on all the time except when the parking brake is applied.

The exploding bulb problem is not unusual. It's generally caused by a leak in the lamp lens or housing which allows cold water to get in and contact the very hot bulb. Replacement housings are available but the problem will recur unless you do something about the heat. Many people have found that replacing the bulbs with LED bulbs eliminates the heat problem but you will have to change the turn signal flasher to an electronic one to keep the signals working.
