No Crank, No Start, Advice Needed
What I've Tried So Far:
I have 12.7v at the battery with the engine off.
I have connected a dvom in series with the - side of
my battery, with my dvom set to DC Amps I get a reading of 0.05 which is 50 milliamps I believe.
So that confirms there is no parasitic draw present on my battery right?
When I try to start the car all i hear is a bunch of rapid clicks and the starter doesn't try to turn the engine over.
any advice as to what may be the problem is greatly appreciated.

Any other symptoms? Like maybe the security light is on or flashing?
If you're getting 12.7V at the battery then a parasitic draw isn't the problem. That's something you check when your battery goes dead over time. It is possible to get good voltage from a battery that has dead or shorted cells and can't produce enough current to crank the engine. How old is your battery? Most auto parts shops will load test it for free.
There are many things that could cause the starter not to turn. You could check that you're getting power to the starter. If so, you probably have a bad starter. If not, you need to track down the reason you're not getting power there. Next would be the starter relay - check that you have power and ground on the appropriate terminals.

Well after putting a full charge on the battery I get the car to turn over to where it is going to start but starts loosing cranking power to turn the engine over after that it will just be a bunch of rapid clicks if you try to start the car a second time.

If I do get it started by getting a jumpstart and drive it for awhile and park it for a little while it will start up pretty easy but if it sits for a few hours it might try to crank over or just a bunch of rapid clicks. And their is no parasitic draw going on.

Sounds like your battery is simply not holding a charge anymore. As Whitebird said a dead/dying/shorted cell would cause this. I would pull the battery, set it on a work bench and check the voltage for about 30 min. If the battery drains, you have found the issue. I had a bad battery that would discharge .01v every 5 seconds while sitting on a bench connected to nothing.
