Default headlights draining battery?

So I have been battleing an electrical problem for a while now. My battery would drain to the point that I couldn't start my car up if it sat for more than a few hours. Right before I put the car in storage, I was pulling fuses and sticking my ammeter in place to see if anything was drawing power. When I got to the headlight door fuses the pass side was drawing .22A and the driver side was pulling .30A is this normal? i didn't have the headlights on or anything either. also, is this enough draw to drain my battery that quick of should I think about looking elsewhere?
