Sounds like the tune was on the conservative side and maybe driver error because I've seen them go low 12's high 11's on the same setup. But I have heard stranger.

06's do come with a 20g with a 10.5 hotside. MIVEC helps a lot with torque and spool up but not much more than what people think. Put some 272 cams in an 8 and it wont fall on its face up top.

If EVOs came with 20G turbos they would be running 11's stock. 
All 4G63 cars come with terrible camshafts stock. Night and day difference upgrading those. Not to mention that rich tune. 9.x afr's at WOT stock? WTF Mitsu!

I was leary about running some modded EVO's at first. The last one I ran...we ran against each other at Bristol's dragway....and this guy had a boost controller, a really loud BOV and an Apexi fuel controller???......and I asked him if he wanted me to not spray him. He said "use your spray"....so when we ran I ran an 11.88 at that time...and he ran a 13.70. So I didn't know if my car was that much faster or if he had some malfunction of some sort.
