Disintegrating bushing? (pic)
I'm getting ready for new rims and I was just checking everything out under the car and came across this. The rubber is breaking apart. I'm not exactly sure what is it, but should I be concerned?

What he said.
If the upper ball joint separates, you're wheel could just flop over. That happened to a friend of mine. Makes for an interesting ride... Good thing for her it happened when starting off from a stoplight making a turn, so it didn't have a chance to do anything bad other than need towing to get new ball joints.

that's just the dust boot for the ball joint itself, which is just a rubber cover for the ball joint grease to stay inside, and protect it from dirt and other abrasive like materials from getting into the ball joint.
i would def. get that checked out by a front end specialist, chances are with only 6k miles the dust boot just needs to be replaced.
has the car ever had any front end work done to it? it's impossible to removed the ball joints without destroying the dust boot, that's why i ask.
