Default ? shocks w/ Spring rates 400 front 80-137 progressive

I'm looking at a set of lowering springs (1.5" approx) that have a spring rate of 400 lbs per inch front and 80 - 137 pounds per inch progressive rate for the rear. Two questions:

1. Are these even worth looking into

2. Since Strano's are the springs of choice (I'll just have to wait even longer since I'm strapped for cash) and have about 500 lbs up front, is there a specific shock characteristic that would help offset the lower rate of these? (Koni's are out of my budget)

Just FYI - these are Summit's brand and are running for $169.95 right now.

Anyone? I'm thinking of Bilstein's with these. Does anyone else have them, rode in a car with them or anything?
