Default Brake system flush. rebuild as well? Dot4 or 5?

Going to be doing a complete brake job and part of it will be flushing the system.
Is it advisable to go with a dot 4 or 5 or just stick to 3?
In addition, I was planning on pulling the calipers off to paint them. since they will be off is it worth the rebuild? I mean, a rubber boot and o-ring! But at the same time I'm old school and if it aint broke don't fix it keeps popping into my mind.

Any advice, opinions or experiences would be appreciated!
