Bad brake booster, will make for a really stiff pedal. Yes, they will work, properly?? It would be as if you were running non-powered brakes.

also inconsient brake pedel feel at every braking attempt.

also, i believe its an old trick to turn the car off and pump the brake pedal and see if it holds the pressure.
