ABS problem. Fluid leaking from modulator? pressure relief valve?

Default ABS problem. Fluid leaking from modulator? pressure relief valve?

My ABS inop light has been coming on a lot lately and the "Brake" light was staying on. Than I was on the highway at (luckily) 2 am and I went to hit the brakes and my brakes started dieing. Like I line was cut. So I have no brakes now. I got home and towed it to where I work on the car. I checked out all the lines because the master (new) was empty. so I started bleeding the system. Than Once I got to the front I noticed a big puddle. On the back of the ABS Modulator there is a black cap. if you pop that off there is like a pressure relief valve? It just spits out all of the fluid. I am going to guess that there is no way to fix this, and that I can either pay gm $1,000 for the modulator and to bleed the system. Or I can just buy the sjm delte kit. Is there any other way? Or what is the design purpose. because an abs failure leading to no brake fluid and someone dieing would look like a big lawsuit.
