Best bang for your buck Shock/Spring combo
Well, I originally wanted to go with a full 1LE setup on my car, like I'm sure we all do, but the price is just too much for poor little me. I'd like to upgrade my springs and shocks to give me a better ride on the street and better overall handling. I don't go to the track often, so I'm not looking for a drag only setup, but I don't really want to hurt my ETs either. What's a good combo for the budget concious street racer such as myself?

I think you pretty much answered your own question. You mentioned the 1LE set up. For a budget, you can't go wrong with the 1LE combo. I'm sure in the classifieds you could find a lot of usd 1LE parts.
When the budget allows though. Give Strano a call for a nice set up.

Call Sam Strano. He set me up with 4 revalved Bilsteins, an Eibach pro kit and a 35mm front sway bar. A little bit more expensive but worth it.

Best bang for the buck?
Use your stock springs and just have Sam revalve a set of bilstein shocks. Biggest single difference you can make, sets you up to evaluate what to mod next.
