i have a car with Delaware tags and have the signed title but want to transfer the title to my name to trade it in on another car in kentucky. How can i do that

When you go to the tax office tell them you need to do a "title only". I wouldn't go into details on why, that generally just makes it more difficult when dealing with any government entity. Just tell them it doesn't currently run if they ask why.

Yup, title only. Still have to pay tax on it and wait 4-6 weeks to get tx title in mail though.
