some jackass decided they would throw some **** at my moms car so i called the cops and got their plate ect but they told me it was basically pointless but it put a dent in the door...anyone help me out?

I think you used to be able to look them up for a fee.... but not anymore. Many govt. employees (city, county, or state employees) have access to them, but they cannot legally provide you with the info.... now if you have a friend in the govt. you might give them a call. Not much help though.
