well I unscrewed the little valve plug and pumped it six times but all that did was pump oil out. The handle moves up and down but it doesnt move the arm. The spring doesnt move or anything. It doesnt make any sense.

And it'll probably cost more to ship it back than it's worth...
I'd probably take it apart and see if I could clean the surfaces and make sure the O-rings aren't torn, especially if it's a brand new jack. It'd be worth your time to do so.
I run 2 jacks at home. The little guy:

and the big daddy:

That big one weighs every bit of its 107.x lbs. But it'll put my Suburban in the air.

I have a Sears 1.5 ton floor jack that has sucked since I bought it a few years back.....
I've tried to bleed it, refilll it with different fluid, etc. It just won't pump up....
Was your jack filled with non-hydroloc fluid (motor oil, perhaps)? Send it back to the E-bay seller and request a refund.

Our original Sears jack is a 30 year relic. Leaks a little bit of pressure, but will still give you plenty of time to get a set of stands under a car. My dad refuses to let it go.
Just picked up a new aluminum jack from Sears for all of like 80 bucks. Works great.

Some jacks, you have to turn the handle to open/
close the valve, without the valve closed there will
be no pressure built (oil just circulates). Others, there
is a separate valve that has to be closed (like cheapo
ones, you use the end of the 2-piece take-apart handle
as a key).
Or it could be messed up, but you didn't say anything
about closing the valve....
