Can't post pics "Upload failed" ?

I'm unable to post pics, am I allowed to? Tried, using the "manage attachments" button. Scaled the photo down to 490 X 368, 94.1 KB, keep getting message "upload failed". Windows 7, IE 9. Any ideas? Tried logging out and logging back in, still no go.

Not sure what, if anything changed, but I just successfully loaded a pic, with the same method I was trying before.
