In the meantime, GM has apparently decided that no recall action is warranted.

Anytime you aren't forthcoming with the cause, it gets revealed with more vigor, and results in more negativity.

Why not just be honest?

What are you gonna do, have all the techs and every other party involved sign confidentiality agreements? And then try to enforce all those?

C'mon, we'll know the cause within a few weeks.

does this mean if it happens to you they aint fixing it for free you have to pay it your self

No. In a nutshell, this just means they are not offering the "fix" on all vehicles (unless they break).
