Swap and smog . . . I love Cali :(
I know if your swapping engine into a car and it's not for that year your supposed to have the state reff approve it to make it smog legal, my question though (and yes this may seem dumb but better ask before spending a good chunk of $$$$ on something that will bite me in the *** in 2years) does it make a difference on transmissions and rear ends? I'd like to ditch my A4/10 bolt with 3.23's for a T-56/S60 with 3.42's or 3.73's and I'm hopin it doesn't fall under the same rule of you need to provide donor material. Thanks in advance for any answers and mod's if this isn't the right forum please move it

Transmissions - maybe. On paper? Maybe. In person? Maybe. Depends on how much of a dick the referee can be.
Rear ends - no.
If you can find official GM documentation that states that X rear end was optioned with X transmission, and that X transmission was also available for the ENGINE car year (not the BODY car year), then you have a good chance of convincing the referee. Some care, some don't. What they care about is that the mechanicals from the ENGINE vehicle have been properly transferred in a "factory" configuration onto the BODY vehicle.

Neither is putting a stock 98 block into a stock 99 car. Even though its almost the same thing (in which I believe it is), because its an older block it would then be illegal. Even if it passes with flying colors. Because we live in the great state of CA its illegal because of the states impractical laws.
