Ok, I totally agree rape a kid the death penalty is appropriate, but uh if someone betray this country, in a time of war? Yea, that person should die to.

Unless I'm mistaken, treason does not have to happen in a time of "war".

That's in the DC. They have just over the population of Fresno. And it isn't "federal".

I only see one problem, if the rapists know that they get, death then most likely they will kill the victim to prevent them from ever testifying. And with the penalty the same what reason would they have not to.
