The SLP build sheet that came with my car said it had chromed aluminum 17x9 wheels. I'm guessing painted were standard and chromed were an option?

Yep. I do not recall when chrome became an option, I assume 1999 was the first year they were available, but what ever the year the Chrome was a SLP upgrade.
