What size 18's can I put on my 99 TA that will bolt right on and no problems? And is there a certain offset I need?

Check the sticky's at the top of this forum for complete info, but basically, 18x9.5 w/53-57mm offset and 275/35/18 tires...but there are other options if you want wider on the rear and don't care about rotating, etc.
