wheel cleaning problem

hey guys whats up. when i got my car it had some truly ugly wheels on it, but i am now selling it so i am leaving them on. Thing is, when i got them they had some kind of salt or i dont know what stuck to the wheel. I have no idea how to get the crap off, because it's hard to get off even when i scratch at it. BTW my wheels are aluminum (i think) never taken them off... and yes it is on the surface.
any help on getting this crap off my wheels would be great. (BTW) im talking about the stuff on the inside lip part

thank you, john

ttt.....

That's not coming off. It looks like oxidized aluminum under the clear coat on the polished lip.

ok, thats what i was wondering. I can still get them to look fairly decent by cleaning the wheel and everything, like they still shine, but there's always that crap on the inside lip part.
any ideas on how this happened in the first place, whatever it is?

any damage to the clear coat by rock chips or brake dust that was left on for too long is probably responsible for the oxidation that you see on those wheels. Or maybe they are just not quality wheels with a good clear coat. With wheels like that it is always best to make sure that they are thoroughly cleaned periodically and that they are dried really well to prevent such damage.

thank you for your responses. i would have never let the wheels gone uncared for myself, but the owner before me obviously did, which sucks. but then again i would have never put those wheels on in the first place lol
